HISTORY OF KADUNA STATE INDEPENDENT ELECTORAL COMMISSION (KAD-SIECOM)

The 1999 Constitution of the Federal Republic of Nigeria has made provision for the system of Local Government Administration by democratically elected Local Government Councils for which purpose State Independent Electoral Commissions (SIECs) have been established by the States of Nigeria and the Federal Capital Territory (FCT), Abuja. The Kaduna State Independent Electoral Commission (KAD-SIECOM) was therefore established by KD.S. Law No. 10 of 2012 with the functions, among others, to conduct voter and civic education and to promote knowledge of sound democratic electoral process.

The Commission came into begin in 2000; the office was situated at No. 4 Koro Road Unguwar Rimi. The first Chairman of the Commission was Alhaji Abubakar Adamu Sanga and the Commission members were: Dr. Nuhu Mohammed Jamo State Electoral Commissioner Legal Matters, Jaidu Yahaya Brinin Gwari later replaced by Dr. Ismail Aminu State Electoral Commissioner Finance, Mr. John Usman State Electoral Commissioner Operations, Mrs. Nanaye Ando State Electoral Commission Logistics who as later replaced by Dr. Mrs. Hannatu Biniyat and Ibrahim Muhammed Brinin Gwari State Electoral Commissioner Establishment. The Secretary to the Commission was Umaru Dikko later replaced by Yusuf Nadabo Muhammed Gimi. They served from year 2000 to 2008. 

The first Local Government Council Election was conducted in 2004. The second election was conduction in 2008.

The Unguwar Rimi office was set on fire by hoodlums in 2011 that same year the office was relocated/moved to No. 9A Sokoto Road.

The second Commission was came in as Acting members in 2008 later on sworn-in in 2012 by the Executive Governor Patrick  Ibrahim Yakowa it was chaired by Dr. Mrs. Hannatu Biniyat the State Electoral Commissioners were: Barrister Rabo Barade in Charge of Legal Matters, Mr. Ibrahim Daniel in charge of finance,  Namadina Paki in charge of Establishment, Abdulkadir Aliyu in charge of Public Affairs, Information and Party Liaison, Mallam Lawal Yahaya Brinin Gwari in charge Operations and Logistics, Mr. Dauda Idan in charge of planning Research, Statistics & Gender. The 3rd Local Government Council Election was conducted in 2012 by the 2nd Commission.

The 3rd Commission was sworn-in by Governor Mallam Nasiru Ahmed El-Rufai on Tuesday 15th September, 2015 at Sir Kashim Ibrahim House Kaduna. The Chairman is Dr. Saratu Binta Dikko-Audu. State Electoral Commissioner in charge of Human Resource and Management Services Hajiya Safiya Umar Balarabe, Electoral Commissioner in charge of Operations and Logistics Mallam Hassan Mohammed, Electoral Commissioner in charge of Finance and Budget Mallam Ahmed Nuhu Bamali later replaced by Mallam Ibrahim Sambo, Electoral Commissioner in charge of Public Affairs and Information Prof. Andrew Nkom later replaced by Prof. Joseph Gambo Akpoko, Electoral Commissioner in charge of Legal Matters Barrister Bitrus Gwada, Electoral Commissioner in charge of Planning, Research, Statics and Training Dr Rilwan Yahaya, Commission Sectary Umar Umar later replaced by Mallam Nuhu Idris Abdur-Ra’uf.

The 4th Local Government Council Election was conducted 12th May, 2018 by this Commission. It was the first of its kind the Commission used Electronic Voting main while two weeks to the election on 21st April, 2018 the KAD-SIECOM Headquarters engulfed on fire that did not stop the historic electronic voting election.
