BRIEF HISTORY OF

KADUNA STATE INDEPENDENT ELECTORAL COMMISSION   

(KAD-SIECOM)

The establishment of State Independent Electoral Commissions is provided in Section 197 of the Constitution of Federal Republic of Nigeria 1999, (as amended) while the mandate and composition of the State Independent Electoral Commissions is derived from the third schedule of the same constitution. The State Independent Electoral Commissions are saddled with the task to organize, undertake and supervise all elections into the offices of Local Government Area Chairmen and Councilors in the State. It may render advice to the Independent National Electoral Commission on the compilation of the register of voters so far as it is applicable to Local Government Elections in the State. The Commission is to conduct voter and civic education, promote knowledge of sound democratic electoral process and conduct referendum as may be required.

The Commission in Kaduna State is now governed by Kaduna State Independent Electoral Commission Law No.2 of 2018 as amended. Since its inception in year 2000, with offices at No. 4 Korau Road Unguwan Rimi G.R.A Kaduna, the Commission had consisted of a Chairman and six State Electoral commissioners. It also operates offices in all the 23 Local Government Areas of the State. It has a Secretary to the Commission and a number of permanent staff.

The first Chairman and commissioners were:

  1. Alhaji Abubakar Mohammed K. Sanga Chairman of the Commission.
  2. Dr. Nuhu Mohammed Jamo                    SEC i/c of Legal Matters.
  3. Malam Junaidu Yahaya                            SEC i/c of Finance & Accounts.
  4. Dr. Aminu Isma’il                                     SEC i/c of Establishment
  5. Mr. John Usman                                      SEC i/c of Operations.
  6. Mrs. Nanaye Ando                                  SEC i/c of Logistics.
  7. Alhaji Idris Bello                                      SEC i/c of Public Affairs, Information and Party Liaison.
  8. Alhaji Umaru Dikko                                 Secretary to the Commission.

They were sworn-in by the Executive Governor of the State, His Excellency Alhaji Ahmed Mohammed Makarfi in year 2000. The Commission Secretary at that time was Alhaji Umaru Dikko, who later handed over to Alhaji Yusuf Nadabo Mohammed Gimi. When Malam Junaidu Yahaya resigned his appointment, Dr. AMINU Ismail became Commissioner in charge of Finance as well as Establishment prior to the appointment of Alhaji Ibrahim Mohammed who became the SEC in charge of Establishment. The first Local Government Councils Election to be conducted by the Commission was on 27th of March, 2004.

In 2005, the first Commission Members were re-appointed and sworn-in by The Executive Governor, His Excellency Alhaji Ahmed Mohammed Makarfi for their second tenure with a Chairman and six members, they are:

Dr. Hannatu Usman Biniyat was appointed the SEC in charge of Logistics following the demise of Mrs. Nanaye Ando. The second Local Government Council Election was conducted by the second Commission on 26th of January, 2008. When the tenure of the second Commission ended in 2010, Dr. Hannatu U. Biniyat acted as the Commissions’ Chairman, before the inauguration of new members and her confirmation as substantive Chairman in 2011.

In 2011, the Commission building at No. 4 Korau Road was razed by fire during the 2011 post-election violence. This necessitated the relocation of the office to No.9A, Sokoto Road (Sir Kashim Ibrahim Road), G.R.A. Kaduna.

 The third Commission

was sworn-in on 15th December, 2011 by the Executive Governor of the Kaduna State, His Excellency Mr. Patrick Ibrahim Yakowa. The Commission Chairman and members were:

  1. Dr. Hanatu Usman Biniyat.          Chairman of the commission.
  2. Barr. Rabbo Barde.                        SEC i/c of Legal Matters.
  3. Mr. Daniel Ibrahim Bako.             SEC i/c of Finance & Accounts.
  4. Alhaji Shehu Namadina Paki.      SEC i/c of Establishment.
  5. Mr. Dauda Idan.                             SEC i/c of Planning, Research, Statistics & Gender.
  6. Alhaji Abdulqadir Aliyu                 SEC i/c of Public Affairs, Information & Party Liaison.
  7. Malam Lawal Yahaya                    SEC i/c of Operation & Logistics.
  8. Umar Umar                                      Commission Secretary.

The Commission Secretary Alhaji Umar Umar took over from an acting secretary and the Director Finance & Supply Hassan Mato, after the retirement of Alhaji Yusuf Mohammed Gimi. The third Local Government Councils Election was conducted on 1st December, 2012. On 30th June, 2015, the 3rd commission resigned their appointment.

The fourth Commission

was sworn-in on 15th September, 2015 by the Governor of Kaduna State, His Excellency Malam Nasiru Ahmad EL-Rufa’i. The Commission included Chairman and six Electoral Commissioners as:

  3. Prof. Andrew Nkom.                         SEC i/c of Public Affairs & Information.
  4. Malam Ahmed Nuhu Bamalli.       SEC i/c of Finance & Accounts.
  5. Barr. Bitrus E. Gwadah.                     SEC i/c of Legal Matters.
  6. Dr. Rilwan Yahaya.                            SEC i/c of Planning, Research, Statistics & Training.
  7. Hajiya Safiya Umar Balarabe.       SEC i/c of Human Resources & Management Services.
  8. Alhaji Umar Umar.                          Secretary to the Commission.

Later during their tenure Malam Ibrahim Sambo mni, took over from Malam Ahmed Nuhu Bamalli due to subsequent appointment of the latter as an Ambassador. Malam Nuhu Idris Abdura’uf was appointed as the Commission Secretary after the retirement of Alhaji Umar Umar.  Prof. Joseph Akpoko Gambo succeeded Prof. Andrew Nkom after his resignation as a Commission Member.

The fourth Local Government Councils Election was organized and conducted by the fourth Commission on the 12th of May, 2018. It is conducted using electronic voting machines (E.V.M). The Commission experienced another fire incident three weeks to its scheduled election, however that did not disrupt the election neither was the office relocated.

The fifth Commission

was established in 2021. It was sworn-in on the 2nd of March, 2021 by The Governor of Kaduna State, His Excellency Malam Ahmad Nasiru El-Rufa’I OFR. The Commission has a Chairman and six Members as:

  2. Malam Hassan Mohammed.            SEC i/c of Operations & Logistics.
  3. Prof. Joseph Gambo Akpoko.           SEC i/c of Public Affairs & Information.
  4. Malam Ibrahim Sambo mni.             SEC i/c of Finance & Accounts.
  5. Barr. Sama’ila Abdullahi Barau.       SEC i/c of Legal Matters.
  6. Prof. Aliyu Yahaya.                             SEC i/c of Planning, Research, Statistics & Training.
  7. Hajiya Safiya Umar Balarabe.           SEC i/c of Human Resources & Management Services.
  8.  Hajiya Hauwa Yakubu Othman.     Secretary to the Commission.

Hajiya Hauwa Yakubu Othman was posted as the Commission Secretary in October, 2021 following the retirement of Malam Nuhu Idris Abdurauf from service.

The Commission conducted its fifth election on the 4th of September, 2021 through electronic voting using an upgraded version of the 2018 electronic voting machine (EVM), software.
